Les dernières mines françaises de charbon ferment en 1990 dans le Nord-Pas-de-Calais, en 2004 en Lorraine. C'est la fin de la « civilisation du charbon », aux rudes effets économiques et sociaux. Au même moment, émerge pourtant une réflexion innovante qui ambitionne d’inventer le futur des anciens bassins charbonniers. Alors que, pendant plus de 200 ans, le charbon a été la principale source d’énergie et le puissant moteur de la croissance économique à travers le monde, la désindustrialisation progressive des bassins houillers constitue un choc pour les populations comme pour les territoires, souvent traumatisés. Alors même que l’État (central et/ou local), le « marché » et les différents acteurs de la société peinent à retrouver un équilibre leur permettant de jouer pleinement leur rôle. Des initiatives, à toutes les échelles, surgissent et renouvellent le rapport des hommes à leur territoire. Reprenant à leur compte le concept de « résilience » popularisé par Boris Cyrulnik, une trentaine de chercheurs en sciences sociales (historiens, géographes, économistes, aménageurs, sociologues, anthropologues, archivistes…) relèvent le défi et font de ces territoires de la mine un terrain d’analyses et d’expériences. Selon les cas, ils examinent les pratiques à l’œuvre dans le passé, dressent le bilan des actions publiques et privées menées avant comme après la fermeture des puits, comparent les situations d’un pays, d’un continent à l’autre, proposant autant de pistes pour l’avenir. The last French coal mines closed in 1989 in the Pas-de-Calais, in 2004 in Lorraine. It’s the end of the “Coal civilization”, with harsh economic and social effects. At the same time, yet emerges innovative thinking, which aims to invent the future of former coalfields. |
