Les cadres mentaux à partir desquels nous appréhendons l’administration, et plus généralement le service public, nous renvoient bien souvent à l’obligation de désintéressement, d’abnégation et de probité de la part des agents qui s’y consacrent. Ces principes qui semblent au fondement même du service public ne sont pourtant ni intemporels ni universels. Ils se révèlent au contraire historiquement et socialement situés. C’est à la compréhension de ces principes et valeurs que cet ouvrage s’attache. En s’intéressant aux agents et « groupes sociaux » qui les ont portés, à leurs propriétés sociales comme à leurs catégories de pensée, ce sont les fondements des dispositions à servir l’État qu’il interroge. |
