Et si l'aide sociale cessait d'être un droit ? Jamais sans doute la question n'aura paru autant d'actualité. Il est vrai que le pauvre méritant fait son grand retour sur la scène des politiques sociales. Lutter contre la pauvreté : l'objectif est toujours de mise mais il s'ordonne dorénavant à un sens commun qui fait du mérite le maître-mot. Et de l'expérimentation un moyen de concilier impartialité et justice. Sur la base d'une enquête minutieuse menée en France (le Revenu de solidarité active) et aux États-Unis (Opportunity NYC), l'ouvrage d'Élisa Chelle nous fait découvrir cette forme nouvelle de gouvernement des pauvres. Le paradigme qui est au cœur de ce tournant du réformisme social ? Celui de la conditionnalité comportementale, un schéma de pilotage qui, tout en assurant se démarquer d'une logique simplement économique, fait de la récompense monétaire le levier de la motivation.
