|
This paper assesses the relative efficiency of government spending on health care and education in Croatia by using the so-called Data Envelopment Analysis. The analysis finds evidence of significant inefficiencies in Croatia's spending on health care and education, related to inadequate cost recovery, weaknesses in the financing mechanisms and institutional arrangements, weak competition in the provision of these services, and weaknesses in targeting public subsidies on health care and education. These inefficiencies suggest that government spending on health and education could be reduced without undue sacrifices in the quality of these services. The paper identifies ways to do that. |

Les structures d’insertion par l’activité économique proposent, à des personnes rencontrant des difficultés sociales ou professionnelles particulières, une mise en situation de travail et une prise en charge de leurs diverses problématiques. Depuis une dizaine d’années, ces entreprises sociales ont engagé des collaborations avec les entreprises classiques, alors qu’antérieurement prévalaient des relations de méfiance réciproque. Ces collaborations, qui relèvent de ce que l’on appelle désormais les partenariats sociaux, se construisent au croisement de l’entrepreneuriat social et de la responsabilité sociale des entreprises. L’objet de l’ouvrage est d’en analyser le fonctionnement au moyen d’une enquête de terrain réalisée au sein de trois structures de profil différent : un groupe d’insertion de statut associatif, une entreprise de travail temporaire d’insertion et un groupement d’employeurs pour l’insertion et la qualification. Des monographies réalisées se dégagent trois « conventions d’insertion », qui sont autant de compromis soutenant ces partenariats sociaux. L’ |

insertion apparaît au final comme une notion ouverte à plusieurs acceptions. L’enjeu principal des collaborations entre structures d’insertion par l’activité économique et entreprises classiques réside alors dans la qualité des conventions d’insertion adoptées. Les partenariats sociaux ne constituent ni la panacée vantée par les promoteurs du « social business », ni l’impasse dénoncée par ses détracteurs. Leur portée dépend de la capacité des entreprises sociales à établir des compromis exigeants avec les entreprises classiques. |
