L'emploi public, notion plus englobante que celle de fonction publique, soulève de multiples questionnements concernant sa définition, son régime juridique et ses relations avec les finances publiques. Il occupe une place cardinale en droit public notamment en raison de ses implications financières.  Il est indéniable que l'emploi public peut être compris comme générateur de dépenses publiques : les mécanismes de gestion des personnels publics prévus par les textes comme les choix politiques effectués depuis plusieurs décennies peuvent ainsi être étudiés à travers le prisme financier. On constate indéniablement que les réformes les plus contemporaines prennent en considération les enjeux financiers de l'emploi public puisqu'elles visent à maîtriser l'ampleur des dépenses de personnel, à améliorer le fonctionnement interne de l'Etat et à optimiser la gestion des personnels publics. Il est donc possible de procéder à une lecture financière de ces réformes afin d'en apprécier l'ampleur et la portée.  L'emploi public et les finances publiques sont donc profondément liés : leur mise en perspective dans



cette étude doit permettre de révéler la nature et les ambiguïtés de cette relation.
