Le concours ministériel de 1860, lancé auprès des 36 000 instituteurs publics français, constitue l’une des grandes enquêtes nationales du XIXe siècle. 17 % des maîtres français répondent à la question posée par le second grand ministre de l’Instruction publique et des Cultes de Napoléon III, Gustave Rouland (1856-1863) : « Quels sont les besoins de l’instruction primaire dans une commune rurale, au triple point de vue de l’école, des élèves et du maître ? » En dépit de la perte d’environ 1 200 manuscrits, plus de quatre mille sont aujourd’hui conservés aux Archives nationales. Ce livre propose au lecteur, soit dans leur intégralité, soit sous forme d’extraits, une soixantaine de mémoires rédigés par des maîtres de l’enseignement primaire des sept départements de la grande académie de Rennes, sur les 271 encore à la disposition des historiens. Les auteurs de ces textes représentent trois générations d’instituteurs laïcs en fonction au tournant des décennies 1850-1860. Au nombre des participants, figurent également des instituteurs publics congréganistes, ainsi que certains maîtres urbains, qui, en dépit des instructions réservant le concours aux seuls instituteurs ruraux, décident d’entrer dans la compétition. mémoires soulignent la place du règne de Napoléon III dans les progrès de l’instruction primaire au XIXe siècle et la reprise en main progressive de l’École primaire par l’État. Ils évoquent de nombreux aspects de la réalité vécue par les maîtres ruraux du grand ouest français, mais également leur représentation de l’école du futur, voire de l’école rêvée. Ces mémoires, rarement étudiés dans le cadre d’une grande académie, sont une source essentielle pour comprendre l’histoire de l’école dans les décennies qui ont précédé la Troisième République et ses « hussards noirs ». |
