In den Gutachten zum ersten umfassenden Reformversuch (1787-1792) über die Bestimmung der bürgerlichen Verhältnisse der Juden in Preußen hatten sich die Offiziere aus den Militärdepartements eindeutig gegen eine Militärpflicht und gegen eine rechtliche Gleichstellung ausgesprochen. Für sie blieb die Assimilation mit den christlichen Untertanen die Vorbedingung für eine rechtliche Emanzipation. Auch in der zweiten Reformphase (1808-1812), den Vorarbeiten zum preußischen Emanzipationsedikt von 1812, votierten die Offiziere nicht für den aktiven Militärdienst der Juden in Preußen.
