|
Interroger les pouvoirs locaux, leur organisation, leur fonctionnement, leurs relations avec le pouvoir royal, reste un thème inépuisable encore neuf, surtout si l’on se place dans une perspective comparative, ce qu’offre le cas du Roussillon annexé en 1659 et du Languedoc intégré trois siècles plus tôt au royaume de France. Les différences entre les deux provinces sont profondes en effet derrière les apparences. Leur analyse fait redécouvrir le statut des individus, leur droit à la représentation, les stratégies déployées pour accéder au pouvoir, bénéficier des avantages qu’il confère, éviter les charges qu’impose la qualité de citoyen. Dépasser les cadres institutionnels, relativement stables, permet de se placer au plus près des réalités, au cœur des relations sociales, du fonctionnement de l’État, infiniment plus complexe et nuancé qu’on ne l’a longtemps cru. L’exemple des deux provinces intéresse le royaume de France dans son ensemble. |
