Le 9 novembre 1989 tombe le Mur de Berlin. En Europe et ailleurs circulent de nombreuses hypothèses sur le devenir de l’Allemagne à court et moyen terme – des « paysages florissants » promis aux Allemands de l’Est par le Chancelier Kohl, à la crainte d’une domination économique allemande accrue sur l’Europe, en passant par des inquiétudes concernant la pérennité de l’engagement européen et atlantique de la République fédérale. Vingt ans après, où en est l’Allemagne ? Quels ont été les changements les plus significatifs ? Quels sont les éléments de continuité, d’inflexion, de rupture ? Le processus d’unification et l’intégration des nouveaux Länder ont entraîné des changements structurels. Mais d’autres facteurs, internes et externes, ont joué un rôle déterminant dans l’évolution du pays : l’intégration européenne, le bouleversement du contexte international, les mutations de la société allemande elle-même. À l’Est comme à l’Ouest, l’Allemagne est profondément transformée. Dans le champ économique et social, l’unification a pesé lourd, mais la mondialisation et les régulations européennes ont eu elles aussi un impact considérable. L’ensemble de ces facteurs influe également sur le fonctionnement de la vie politique et du fédéralisme allemands. Pour les relations internationales enfin, la place et la politique de la RFA sont liées à son nouveau statut, mais elles sont aussi conditionnées par la profonde mutation des équilibres et des enjeux internationaux ces vingt dernières années. |
