Neben fortdauernden Spannungen in den transatlantischen Beziehungen, den Nachwirkungen der Energiekrise und der stagnierenden Europapolitik prägten weiterhin ungeklärte Probleme in den Beziehungen zur UdSSR, zu Polen und zur DDR die Außenpolitik der Bundesregierung. Weitere Schwerpunkte bildeten die KSZE und die MBFR-Verhandlungen. |
