Das Jahr 1974 brachte einen doppelten Führungswechsel in Bonn: Bundeskanzler Brandt mußte wegen der



Agentenaffäre Guillaume zurücktreten und Außenminister Scheel übernahm das Amt des Bundespräsidenten. Fortan bestimmten Helmut Schmidt und Hans-Dietrich Genscher den außenpolitischen Kurs. Neben fortdauernden Spannungen in den transatlantischen Beziehungen, den Nachwirkungen der Energiekrise und der stagnierenden Europapolitik prägten weiterhin ungeklärte Probleme in den Beziehungen zur UdSSR, zu Polen und zur DDR die Außenpolitik der Bundesregierung. Weitere Schwerpunkte bildeten die KSZE und die MBFR-Verhandlungen.
