"International child abduction occurs when one parent wrongfully (ie in breach of the parental responsibility of the other parent) takes a child to a country other than that of the child's habitual residence, or wrongfully keeps a child in such country. The author of this work was part of a research team that conducted a study, partially funded by the European Commission, to examine this problem in Belgium and Hungary, analysing cases from 2007 and 2008 and interviewing affected parents. place, how preparations were made for abduction, the quest for the return of the child (including legal proceedings) and the aftermath of the abductions. Throughout the book, the results of the quantitative and qualitative data are explained. What emerges is that when a child is abducted, the solutions offered by the law are often inadequate. Family conflict is a complex societal issue, and child abduction is a severe form of family conflict. "This book encompasses all aspects of international child abduction through the lens of an empirical study of the open files on abductions to and from Belgium in 2007 and 2008. It sheds light on the operations of the Hague Child Abduction Convention of 1980, on Brussels IIa (referred to in the book as Brussels IIbis), on the bilateral agreements that Belgium has with Morocco and Tunisia, and on cases of child abduction where no international instrument applied. The beginning of the 21st century can be characterized as the ”time-delay boom” leading to numerous important results. The purpose of this book is two-fold, to familiarize the non-expert reader with time-delay systems and to provide a systematic treatment of modern ideas and techniques for experts. This book is based on the course ”Introduction to time-delay systems” for graduate students in Engineering and Applied Mathematics that the author taught in Tel Aviv University in 2011-2012 and 2012-2013 academic years. The sufficient background to follow most of the material are the undergraduate courses in mathematics and an introduction to control. |

The book leads the reader from some basic classical results on time-delay systems to recent developments on Lyapunov-based analysis and design with applications to the hot topics of sampled-data and network-based control. The objective is to provide useful tools that will allow the reader not only to apply the existing methods, but also to develop new ones. It should be of interest for researchers working in the field, for graduate students in engineering and applied mathematics, and for practicing engineers. It may also be used as a textbook for a graduate course on time-delay systems. |
