Ce rapport concerne l’étude de la consommation énergétique et des émissions de gaz à effet de serre résultant de l’usage des TIC. Il vise à l’évaluation du bilan du secteur sur ces deux critères, en intégrant ses contributions négatives (les impacts liés au fonctionnement de ses différents appareils et infrastructures) et positives (les gains générés par les TIC dans les autres secteurs d’activité). Il met en évidence la croissance modérée de l’ordre de 4-5 % de l’énergie électrique consommée par les TIC, et le rôle prépondérant des équipements de bureaux et des serveurs locaux, ainsi que des équipements de télécommunications qui constituent l’infrastructure de l’Internet dans cette consommation, tandis que les « data centres » gardent une part modeste de l’ordre de 20 % dans cette consommation et ils sont plus susceptibles de faire l’objet d’optimisation ciblée. Les TIC interagissent avec tous les secteurs d’activités, et notamment avec les transports individuels qui sont eux grands consommateurs d’énergie. Ainsi un chiffrage comparatif d’évolution potentielle dans ces deux secteurs permet d’éclairer l’effet que les TIC peuvent avoir sur la consommation d’énergie en transports individuels.
