When male customers of female sex workers (prostitutes) do not use condoms, this often leads to HIV infections and to AIDS. This guide explains that the 100 per cent Condom Use Programme is multisectoral and should involve a sanction process. It is written for decision-makers and technical staff in the different departments, including national Ministries of Health. It sets out the rationale for the programme and describes the steps for its initiation and expansion. |
