Die westdeutsche Atomindustrie der 1970er Jahre hatte ein Absatzproblem: Nachdem sie in den 1950er und 1960er Jahren stark subventioniert wurde, sollte sie nun die langersehnten Exporterfolge erzielen. Die sozialliberale Koalition förderte aktiv den Export von Atomkraftwerken, Uran-Anreicherungsanlagen und Wiederaufbereitungstechnologie an diktatorische Regimes in Lateinamerika, Südafrika und den Iran. Unter dem Schlagwort »Einbindung durch Kooperation« setzte sie sich gegen schärfere internationale Kontrollen und Absprachen ein. Laxe Sicherheitsbestimmungen beim Export waren ein Standortvorteil für die Atomkraftwerke made in Germany. Dennis Romberg analysiert die Nuklearexportpolitik der Bundesrepublik in den 1970er Jahren systematisch und umfassend. Er betrachtet die Nuklearexporte der Bundesrepublik im Zusammenspiel mit der außenpolitischen Emanzipation der Bundesregierung, den Konflikten mit den USA, der innenpolitischen Kritik der aufkommenden Anti-AKW-Bewegung und dem internationalen Kontrollregime zur Nichtverbreitung von Atomwaffen. Dabei wird deutlich, wie die sozialliberale Koalition entgegen ihren eigenen Behauptungen das Nichtverbreitungsregime untergrub. |
