Die Außen- und Sicherheitspolitik Polens war in den letzten Jahren im europäischen Ausland häufig Gegenstand kontroverser Diskussionen, nicht zuletzt in Deutschland. Die Gründe sind im Wesentlichen in einer grundverschiedenen Sicht auf Russland zu suchen, die in Polen in erster Linie durch das offensive Vorgehen Russlands im sog. post-sowjetischen Raum bestimmt ist. Schon lange vor den Ereignissen auf der Krim und in der Ost-Ukraine hat dies strategische Leitlinien und Entscheidungen der politischen Elite in Warschau maßgeblich geprägt. Basierend auf Regierungsdokumenten, Hintergrundgesprächen und zahlreichen weiteren, teils polnischsprachigen Quellen analysiert der Autor die Hintergründe der wesentlichen sicherheitspolitischen Entscheidungen in Polen seit dem EU-Beitritt, einschließlich der Energiepolitik. Kooperation innerhalb der Nato und der EU schrittweise der Ernüchterung über den mangelnden Willen der "großen" Mitgliedstaaten zur Zusammenarbeit und die daraus folgende eingeschränkte Effektivität dieser Organisationen gewichen ist. In der zweiten Hälfte des Untersuchungszeitraums hat dies zu einer Neuausrichtung der Sicherheitspolitik an einer Strategie der 'begrenzten Unabhängigkeit' geführt. Ein erneuerter Fokus auf der Landesverteidigung, einhergehend mit einem deutlich reduzierten Engagement bei militärischen Auslandseinsätzen sowie eine bei europäischen Partnern mitunter als eigensinnig wahrgenommene Energiepolitik sind unmittelbare Folgen dieser Strategie. |
