This ISPI Report tackles every aspect of what appears to be a steadily building alliance between Moscow and Beijing, but it also warns of the growing asymmetries character- ising it. ese asymmetries are present across the board but are especially visible in the economic eld: Russia's GDP is now- adays no bigger than that of Guangdong province, and its de- fence spending is just one-third of China's. It is hard not to see who has the upper hand in this relationship. |
