Amateurs and professionals studying birds at the end of the nineteenth century were a contentious, passionate group with goals that intersected, collided and occasionally merged in their writings and organizations. Driven by a desire to advance science, as well as by ego, pride, honor, insecurity, religion and other clashing sensibilities, they struggled to absorb the implications of evolution after Darwin. Am 12. September 1980 übernahm das Militär die Macht in Ankara. Das harte innenpolitische Vorgehen der türkischen Streitkräfte bis Ende 1983 kommentierten bundesdeutsche Diplomaten unkritisch: Dabei fielen eben auch "Späne". Andere Beobachter konstatierten dagegen schwere Menschenrechtsverletzungen. Anhand von erstmals umfassend ausgewerteten Akten des Auswärtigen Amts zeigt Tim Szatkowski, welche Interessen die Regierungen Schmidt/Genscher und Kohl/Genscher mit ihrer Türkeipolitik verfolgten. Es wird deutlich, dass es der Bundesregierung nicht gelang, Realpolitik und Menschenrechte miteinander in Einklang zu bringen. Die schwersten Belastungen im deutsch-türkischen Verhältnis resultierten aus der Asyl- und Ausländerpolitik. Die Bundesrepublik dürfe "keine türkische Provinz" werden, argumentierte Bundeskanzler Helmut Schmidt. Doch rechtfertigte das Ziel, die Migration zu begrenzen, ein Entgegenkommen gegenüber dem Militärregime? |
Based on German Foreign Office records, Tim Szatkowski shows the interests pursued by the German federal government in its policy toward Turkey between 1978 and 1983. The study reveals that after the military coup in Ankara, Germany could not reconcile Realpolitik and human rights, and this resulted in major strains in German-Turkish relations due to policies regarding asylum and foreigners. |
