Les réflexions et les débats suscités en Europe, dans le dernier tiers du XVIIIe siècle, par la police, l’agencement de ses dispositifs, ses fonctions, ses techniques et modes opératoires, ont nourri la rédaction de nombreux textes, des « mémoires », dans lesquels faiseurs de projets, réformateurs ou amateurs éclairés, impliqués à des degrés divers dans les appareils de police ou d’autres branches de l’



administration, avancent des propositions amélioratrices. Leur étude nous renseigne sur les pratiques et les conceptions de l’ordre comme sur les savoirs administratifs et les cultures de gouvernement qui les fondent.                       Les études réunies ici font suite au volume sur Les Mémoires policiers (1750-1850) (dir. par V. Milliot, PUR, 2006) centré sur l’espace français. Par son ouverture aux grandes cités d’Europe, ce nouvel ouvrage, jalon dans un chantier de l’histoire des polices en pleine effervescence, aborde la question de la circulation des modèles, des idées et des textes à un moment fondateur pour la genèse de la police moderne, entendue comme institution cardinale de régulation sociale.
