|
La partie orientale des Pyrénées est un des secteurs du continent européen où s'est fixée le plus précocement une frontière. Ceci lui confère le privilège de montrer combien frontières, États, fiscalité et contrôles douaniers vont de pair. Un prélèvement douanier exista sous l'Empire romain. Vinrent ensuite à partir du XIIIe siècle les leudes seigneuriales, les droits de la Généralité de Catalogne, les taxes exigées par les États qui triomphent au XIXe et dans la première moitié du XXe siècle. L'heure, actuellement, est à une redéfinition de la douane, non à sa disparition car elle retrouve une dynamique à mesure que les frontières terrestres internes de l'Europe perdent de leur consistance. Les relations entre les frontières, les États, la Douane, sont ainsi retracées concrètement sur près de deux millénaires avec une richesse de réflexion rarement égalée. |
