Les sociétés contemporaines sont marquées par la généralisation de conflits d’aménagement. Dans le domaine de la gestion des déchets, les oppositions à l’implantation d’équipements (décharges, incinérateurs ou plateformes de compostage) se multiplient malgré le renforcement des normes environnementales et la mise en place de procédures d’information, de concertation et de participation. Cet ouvrage se propose d’étudier cet apparent paradoxe à partir de l’analyse de situations de conflit / participation dans trois contextes nationaux (en France, en Italie et au Mexique) caractérisés par le blocage des décisions publiques malgré une grande diversité de modalités d’intervention.  Quels sont les impacts des procédures et des documents de planification ? Quels sont les référents spatiaux et territoriaux mobilisés par les opposants ? Quels sont les usages du droit ? Sur la base d’une analyse des dimensions temporelles, territoriales et juridiques des situations étudiées, les travaux réunis ici interrogent les relations entre conflit et concertation.  Contemporary societies are affected by increasing conflicts over urban development projects. In the waste management sector, opposition to the construction of waste treatment plants (landfill sites, incinerators or composting facilities) has grown in spite of more stringent environmental standards and the provision of information, collaboration and participation procedures. This book examines this apparent paradox by analysing conflict/participation situations in three countries (France, Italy and Mexico) characterised by blocking public decisions despite a wide variety of intervention methods.  What is the impact of planning procedures and documents? What spatial and territorial references do the opponents use? How is the law used? These studies analyse the temporal, spatial and legal aspects of the situations to examine the relationships between conflict and communication.
