La fiscalité et les finances municipales, longtemps délaissées par la recherche, font aujourd'hui l'objet d'une meilleure attention. Sur les rives nord de la Méditerranée occidentale les villes ont souvent constitué de précoces laboratoires pour la fiscalité et l'administration des finances, par là pour le statut des habitants, l'évaluation des fortunes, la connaissance et la mesure de la propriété… etc. Aborder ces questions est rencontrer l'état, nécessairement. Le territoire étudié - la principauté d'Andorre, le nord de la Catalogne, le Languedoc - offre un large éventail de systèmes fiscaux, de gestions municipales, de relations avec les royautés : l'autonomie la plus complète en Andorre, une relative résistance à la pression fiscale de la couronne d'Aragon puis de la Castille en pays catalan, une sujétion pesante dans le royaume de France. Voire, dans le cas du Roussillon, l'exemple d'un changement de souveraineté à la suite du traité des Pyrénées. Les études réunies embrassent l'ensemble de ces thèmes, extrêmement riches, dans une perspective comparative, en s'efforçant de mettre en œuvre une documentation inédite. |
