Sommario/riassunto

Disarmament, demobilization, and reintegration, or DDR, has been widely advocated for decades as an essential component of postconflict peacebuilding. But DDR in practice has generated more questions than answers. Does the approach work, contributing to postconflict stabilization and the reintegration of former combatants? Can it work better? What constitutes success? What accounts for failures? Do the potential risks outweigh the potential benefits? Drawing on his extensive experience in the field, Desmond Molloy considers these questions and more as he traces the evolution of DDR theory and practice from the mid-1980s to the present.

Sommario/riassunto

« Le plus bel enfant du traité de l'Élysée » dit-on parfois de l'Office franco-allemand pour la Jeunesse. Fondé le 5 juillet 1963, l'Office s'adresse à la jeunesse au moment même où cette nouvelle génération - les enfants du baby boom - était particulièrement réceptive au rapprochement bilatéral. En la gagnant à la cause de la réconciliation, l'OFAJ pouvait agir profondément sur les mentalités. Cette institution binationale, acteur fondamental des relations socioculturelles, présente une évolution fascinante  The Franco-German Youth Office is sometimes said to be «the finest child of the Élysée Treaty». Founded on July 5th 1963, the Office approached the youth at a time where this new generation - the baby boomers - was particularly receptive to the bilateral rapprochement. Convincing it of the need for a reconciliation, the OFAJ could deeply influence mindsets. This binational institution, fundamental actor of socio-cultural relations, displays a fascinating evolution. (CD-Rom included).
