L’ouvrage se consacre à une analyse diachronique en se référant à des textes d’histoire du droit et aux généalogies qui ont pu être proposées, et à une analyse synchronique qui s’appuie sur des sources philosophiques, sociologiques et politistes. La réduction et la suppression des libertés ne sont que la partie émergée de l’état d’exception tel qu’il a été récemment mis en place dans différents pays.
