En las barriadas de Lima la vivienda se produce por medio de la autoconstrucción espontánea, sin que los pobladores cuenten con la asistencia técnica del Estado o con el apoyo de algún organismo público o privado. Cerca de 150,000 lotes en Lima ya tienen muros de ladrillo y otros 150,000 lotes van a tenerlo en los pŕoximos años. ¿Hay algo que aprender de la experiencia de las barriadas ya consolidadas?  Más del 50°/o de las edificaciones en barriadas limeñas han superado la etapa de la estera desde hace 10 años. Ha llegado, entonces, el momento de evaluar las ventajas y desventajas de este sistema de provisión de vivienda popular y de romper con el mito de los desarrollos espontáneos de la vivienda en el Perú Una de las principales conclusiones del presente libro -resultado de una investigación llevada a cabo en barriadas con más de 15 años de lotizadas y cerca de 20 años de formadas- es que el Estado no puede eludir ahora la responsabilidad que le toca en apoyar a la vivienda popular que se construye.
