Alfred Rosenberg gefiel sich in seiner Rolle als Intellektueller und Chefideologe der Nationalsozialisten. Gerade das aber machte ihn besonders unbeliebt innerhalb der NS-Führungselite. Intrigen und Konkurrenzverhalten nahmen zu, als Hitler ihn zum "Beauftragten des Führers für die Überwachung der gesamten geistigen und weltanschaulichen Schulung und Erziehung der NSDAP" ernannte und Rosenberg weitgehende Rechte auf nahezu allen Gebieten für sich reklamierte. Mit dem nach ihm benannten Einsatzstab und als "Reichsminister für die besetzten Ostgebiete" war er vor allem mit dem europaweiten Raub von Kunst- und Kulturgütern beschäftigt.
