L'auteur s'est placé avant la Révolution de 1789 pour étudier ce qu'était un pays dans la région qui s'étend de la Garonne à la frontière espagnole. Si elle dit Gascogne, c'est en pensant à l'étymologie Vasconie/Basconie, car elle y inclut les pays basques qui jouent un rôle essentiel dans la civilisation de la région. Elle a rencontré des pays petits comme la Chalosse et le Rustan qui n'avaient ni traduction administrative ni limites rigoureuses, mais qui ont gardé leur nom et dont on lit encore la présence dans le paysage ; des pays de taille moyenne comme le Marsan, le Béarn ou le Labourd, doués d'une identité culturelle bien définie et cadres des fonctions politiques et administratives les plus vivantes ; des grands pays qui résultaient de regroupements récents des entités de taille moyenne dont ils respectaient la personnalité. intendances de la région furent remaniées à plusieurs reprises car on hésitait à privilégier soit les solidarités méridiennes qui rapprochaient Bordeaux de Bayonne, soit les solidarités pyrénéennes. Les pouvoirs publics qui veulent créer des circonscriptions plus grandes que les cantons actuels peuvent réfléchir sur les modèles que proposent soit les plus petits de nos pays, soit nos pays moyens. Les propositions avancées pour modifier la carte des régions peuvent prendre en compte l'instabilité administrative de cette aire sous l'Ancien Régime. L'histoire ne fournit pas de réponses toutes prêtes, mais elle peut fournir des éléments de réflexion. |
