Long description: Das Forschungsprojekt Higher Education Global Efficiency Analysis (HELENA) wurde vor dem Hintergrund initiiert, dass die Effizienz von Hochschulen häufig gefordert oder gar vorausgesetzt, jedoch selten kritisch hinterfragt und wissenschaftlich analysiert wird. Daher zielte das Forschungsprojekt darauf ab, Lehr- und Forschungsprozesse an Hochschulen aus ökonomischer, vor allem aus betriebswirtschaftlicher Sicht mit wissenschaftlichen Methoden zu untersuchen. Die Effizienzanalyse von Hochschulen wird derzeit maßgeblich durch das Führungsparadigma des sogenannten New Public Management bestimmt. Es zielt darauf ab, die jeweils erzielten Ergebnisse (je nach Sichtweise Outputs oder Outcomes) der Dienstleistungsprozesse im Hochschulbereich mit den hierfür erfolgten Ressourceneinsätzen (Inputs) zu vergleichen. In diesem Werk werden wesentliche Ergebnisse des Forschungsprojekts der interessierten Fachöffentlichkeit vorgestellt. Sie erstrecken sich nicht nur auf grundlegende Beiträge zur Data Envelopment Analysis (DEA), die als mathematisch anspruchsvolle Analysetechnik zur Effizienzbeurteilung von vor allem Non-Profit-Organisationen international weit verbreitet ist. Im Fokus stehen vielmehr hochschulspezifische Details, wie die korrekte Erfassung von Inputs und Outputs oder Outcomes im Kontext der Dienstleistungsproduktion an Hochschulen. die Einflüsse institutioneller und organisatorischer Determinanten, werden ausführlich gewürdigt. Es fehlt auch nicht an einer (selbst-)kritischen Analyse, in welchem Ausmaß quantitative Analysetechniken wie die DEA und Managementkonzepte wie das New Public Management geeignet sind, um die Dienstleistungsproduktion an Hochschulen ganzheitlich, vor allem auch in qualitativer Hinsicht angemessen zu beurteilen. |
