"This book examines efforts by the Environmental Protection Agency (EPA) to protect human health and the environment for overburdened populations by developing and implementing guidance on incorporating environmental justice into the EPA's rulemaking process. All to often, low-income, minority and tribal Americans live in the shadows of the worst pollution, facing disproportionate health impacts and greater obstacles to economic growth in communities that cannot attract businesses and jobs.
