L'auteur décrit des pratiques qui donnent sens au concept de bonne gouvernance, imposé aux pays sous-développés par les puissances occidentales et les institutions financières multilatérales. Il avertit que la bonne gouvernance repose sur un soubassement idéologique de type injonctif, situé au confluent de deux processus concomitants: un processus de désétatisation d'essence économique et un processus de démocratisation de nature politique. |
