Étudier l'administration napoléonienne en Europe à partir d'une étude de cas, celle d'un fonctionnaire français, Moreau de Saint Méry, à Parme sous le Consulat, permet de s'interroger non seulement sur la capacité des hommes de savoir et de pouvoir à s'adapter à tous les régimes politiques, mais aussi sur les adhésions et les résistances qu'elle a suscitées dans la péninsule italienne comme dans l'Europe des peuples, à partir de quelques exemples précis.  Ce livre porte, enfin, une réflexion sur différents aspects d'une politique de civilisation.
