Parce qu’il désire mettre en œuvre une politique extérieure ambitieuse et qu’il succombe à la fascination du « mirage italien », François Ier trouve les moyens de réaliser ses projets et ses rêves. C’est avant tout d’argent dont il a besoin : il aura donc à cœur d’augmenter de façon substantielle ses ressources. Au cours de son règne, de nouvelles formes de prélèvement se développent, touchant en particulier le clergé, les villes, les officiers. Mais taxes et impôts ne suffisent pas : les problèmes de trésorerie demeurent et imposent un recours croissant



au crédit. La monarchie, en ce domaine, utilise des réseaux multiples. Mais les circuits de l’argent restent encore assez rudimentaires et l’efficacité technique de l’appareil d’Etat s’avère limitée. Le flot des réformes administratives comme le nombre des procès instruits par le roi contre ses principaux officiers de finances soulignent tout à la fois l’ampleur de la tâche à accomplir et les difficultés de sa réalisation. L’étude des finances offre à l’historien de l’État un terrain d’observation privilégié. A travers elle, en effet, apparaissent les contraintes permanentes de la mobilisation des fonds, mais aussi des problèmes plus généraux : rivalités politiques, idéologies du pouvoir ou relations entre la royauté et ses sujets. Les questions d’argent révélent ainsi les ambiguïtés d’une monarchie mal assurée de son droit à imposer et parfois réticente devant sa propre croissance.
