Dans les années 1890, on assiste à une dénonciation croissante des abus de pouvoir en Algérie coloniale. La compétition électorale de la minorité française en est souvent à l'origine. Mais l'attention du Parlement et de la presse métropolitaine grandit pour transformer ces affaires en « scandales algériens ». Ils donnent à voir un système politique et administratif gangrené par la violence, le clientélisme et la corruption qui sont nourris par l'abondance des fonds publics dans une colonie de peuplement boudée par le grand capital. Comme pratique et représentation du pouvoir, l'abus est alors facilité par le droit, la confusion du droit et la défaillance des institutions de contrôle, dans un contexte plus général de sous-administration. Ces données sont parfaitement intégrées par les agents de l'État et l'ensemble des administrés ; elles développent un sentiment d'impunité, des stratégies de participation ou de contournement, propres à faire durer le système. |
