Les succès de la conquête romaine sont généralement associés à la valeur des armées de Rome et les sources antiques ont amplement contribué à en donner prioritairement cette image. Cependant la tradition littéraire témoigne, dès la fondation de la Cité, de multiples tractations diplomatiques avant, pendant et après les conflits, mais aussi de contacts de caractère diplomatique dans des contextes non conflictuels. L'historiographie a longtemps sous estimé cet autre instrument de la conquête, même si la diplomatie romaine fait l'objet, depuis quelques années, de publications plus nombreuses. Cet ouvrage, issu d'une thèse d'État amplement remaniée, se limite aux premiers siècles de Rome, entre la fondation et la fin des guerres samnites, c'est-à-dire avant les affrontements avec les Grecs d'occident. d'une diplomatie proprement romaine. Chaque progression de Rome s'est accompagnée de l'intégration d'usages nouveaux aux contacts des peuples extérieurs, tant par les rois (latins, mais surtout étrusques) que par le pouvoir républicain. Le monopole du pouvoir diplomatique exercé par les rois a laissé place à une gestion collégiale des relations extérieures par le Sénat et singulièrement par les magistrats - une gestion à la mise en oeuvre parfois délicate, mais menée avec le plus habile pragmatisme par le pouvoir romain. Dès les débuts de la conquête de l'Italie, Rome a su saisir chaque occasion d'exploiter diplomatiquement toute évolution du rapport des forces, puis d'imposer son autorité sur les territoires les plus anciennement conquis par des voies diplomatiques déjà éprouvées. |
