Face à la diffusion internationale de la propagande photographique ennemie, la France met en place au printemps 1915, la Section photographique de l’armée (SPA). Destinée à contrer l’action allemande auprès des pays neutres, elle a pour objectif également de produire des archives sur tous les aspects de la guerre mais aussi un fonds documentaire à l’usage de l’armée.
