<i>The Revenue Imperative</i> provides a comprehensive overview of the Union financial policies during the American Civil War. Flaherty argues that the revenue imperative, the need to keep pace with the burgeoning expenses of the conflict, governed the development of fiscal policy. Preserving the nation placed insurmountable strains on the antebellum structure of government, thus forcing a fundamental reorganization of the American financial system. Contingency, rather than a determined effort to implement an ideology or reward special interests, played the pivotal role in the development of the Republican response to financing the war. <i>The Revenue Imperative</i> closely examines the tariff and internal tax policies inaugurated during the Civil War. Flaherty argues that this new revenue system, more than any



other aspect of the war financial policies, changed the relationship between the government and the economy in the post-Civil War era.

L’ouvrage propose une étude praxéologique des débats parlementaires en contexte autoritaire, qui se fonde sur une analyse détaillée des transcriptions de débats parlementaires ayant eu lieu en Égypte, en Syrie et en Afghanistan. Il montre que la forme parlementaire possède les mêmes propriétés de base dans des régimes de nature pourtant différente, de sorte que les différences s’inscrivent dans un continuum et non dans une opposition. Ce comparatisme s’inscrit donc dans la suite des travaux insistant sur l’existence de dispositifs autoritaires dans les démocraties et de dispositifs démocratiques dans les régimes autoritaires. En effet, si l’étude des débats parlementaires dans une démocratie montre que ceux-ci n’ont qu’une portée décisionnelle limitée – la majorité l’emportant indépendamment des points de vue argumentés –, cette même étude, poursuivie dans les régimes autoritaires, montre que les gouvernants sont contraints de respecter



les formes parlementaires et de s’ajuster à celles-ci.
