• Sommario/riassunto: Quarante mille mendiants dans le Finistère en 1830, autant dans les Côtes-du-Nord, dix ans plus tard, un tiers de l'activité de la police et de la gendarmerie consacré aux vagabonds... Tous les témoignages du dix-neuvième siècle s'accordent à présenter la Bretagne comme une terre de pauvreté où errent mendiants et vagabonds. Les diverses enquêtes montrent cependant une situation plus nuancée : la misère recule au cours du siècle, la côte est moins touchée que l'intérieur et, surtout, l'est de la province est moins affecté que l'ouest. L'opposition entre Basse-Bretagne et Haute-Bretagne se retrouve à la fois dans l'assistance aux indigents et dans la répression de la mendicité et du vagabondage. Alors que la mise en place de structures d'assistance aux indigents (établissements hospitaliers, bureaux de bienfaisance) est très lente à l'ouest de la province, l'est suit le rythme plus rapide du reste de la France. La répression, dépendant étroitement de l'existence ; de ces structures d'assistance, voit, en conséquence, le même contraste. Même si les conditions économiques expliquent en partie ces comportements différents, la Loire-Inférieure et l'Ille-et-Vilaine étant plus riches et plus industrialisées que le reste de la province, le retard du Finistère, du Morbihan et des Côtes-du-Nord semble dû à la place du mendiant dans la société bas-bretonne où, loin d'être rejeté et condamné, il joue un rôle spécifique. Intercesseur privilégié entre la population et Dieu, il est présent sur tous les lieux de culte tels les églises, les chapelles, les pardons où il peut remplacer les pèlerins n'ayant pu se déplacer ; il est facilement hébergé par les habitants – du moins dans son canton –, est un des informateurs principaux des habitants du bocage, sert d'entremetteur et diffuse souvent la culture orale populaire (chants et contes).
