|
Ideologisch motivierte Zerstorungen des Kulturerbes, insbesondere durch nicht-staatliche Gewaltakteure, stellen Errungenschaften des internationalen Kulturguterrechts infrage. Angesichts der Zunahme von identitatszerstorenden kulturellen Sauberungen, Staatszerfall und fundamentalistischer Gewalt analysiert die Abhandlung die rechtlichen und politischen Herausforderungen der UNO. Es wird fur eine neue Sichtweise des Kulturguterschutzes als Querschnittsmaterie von humanitarem Volkerrecht, Menschenrechten, Volkerstrafrecht und Staatenverantwortung pladiert. Im Zuge der neuen UNESCO-Strategie zu Kultur in bewaffneten Konflikten werden kulturelle Schutzinterventionen als Element der Friedenssicherung sowie Maanahmen gegen den Handel mit Blutkunst aus Kriegsgebieten untersucht. Dem Mandat des UNESCO-Chair in International Relations entsprechend wird der Respekt fur kulturelle Vielfalt und kulturelle Werte als sicherheitsrelevant erachtet. |
