L'analyse proposée ici sur l'exemple du département de la Seine-Maritime est fondée sur un modèle mathématique simple, pour optimiser les localisations par la recherche d'une minimisation de la longueur des déplacements de la population résidente vers les bureaux de poste. L'auteur montre que d'autres critères peuvent être pris en compte, selon diverses situations locales, mais, sans prétendre imposer de normes, il plaide pour le maintien d'éléments de référence objectifs lors des arbitrages de la planification territoriale. |
